BACKGROUND INVESTIGATION: Applicants may be required to undergo a State and national criminal background investigation, which will include a fingerprint check, to determine suitability for appointment. Failure to meet the standards for the background investigation may result in disqualification or dismissal.

DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for assisting in the development and updating of public health emergency preparedness plan and developing jurisdictional programs. The incumbent performs epidemiological surveillance and investigations for the control of infectious/communicable disease outbreaks. The incumbent assesses public health educational needs. Plans,
develops and implements educational programs regarding public health emergency preparedness and infectious disease. The incumbent has frequent contact with legal, law enforcement, fire, medical providers, colleges, veterinarians, pharmacists, coroners, as well as other community based organizations. The work is performed under the general supervision of the Director of Public Health. Does related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Good knowledge of modern principles and practices of public health including surveillance, investigatory and surveillance methods; Good knowledge of Federal, State
and Local laws, rules and regulations, Good knowledge of public information and public relations techniques; good knowledge of community organizations and service providers related to public health; ability to conduct public health investigations and surveillance; ability to formulate a local government needs assessment for program areas; ability to plan, develop, and implement public health educational programs including the development and delivery of presentations; ability to understand and interpret complex oral instructions and/or written directions; ability to deal effectively with the public; ability to establish and maintain effective working relationship with others; ability to communicate effectively both orally and in writing; ability to organize data and prepare reports; ability to understand and empathize with the needs and concerns of others; physical condition
commensurate with the demands of the position.


+ (a) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor's Degree in Nursing or Natural Services and one (1) year experience in a Public Health Department conducting investigation, surveillance and control in a public health program or one (1) year experience in Emergency Services in identification of illness
patterns and development of training programs; OR

+ (b) Graduation from a regionally accredited or New York State Board of Regents to grant degrees with an Associates Degree in Nursing or graduation form an approved three (3) year nursing program and three (3) years experience in a Public Health Department conducting surveillance and disease control in a public health program or three (3) years experience in communicable and infections disease control in a hospital or clinic setting.

NOTE: A Master of Public Health Degree can be substituted for the experience listed in (a).

SPECIAL REQUIREMENT FOR ACCEPTANCE OF APPLICATIONS: Possession of a valid New York State driver's license appropriate to the vehicles operated or otherwise demonstrates the ability to meet the
transportation needs of the job.
