Job Description

Division of Aging and Disabilities has an exciting opportunity to design, implement and monitor programs designed to assure the health and safety of individuals in nursing facilities. The position will build a system for reinvestment of Civil Money Penalty (CMP) funds for innovative, replicable, evidence-based projects ensuring the health and safety of individuals in nursing facilities. This position is responsible for development of a transparent process for applications for CMP funds including recommendations for web-based design, an objective system for evaluation and award of contracts, contract management, review of deliverables, proper invoicing and disbursement, and outcome reporting.

Minimum Qualifications

Applicants must have comprehensive knowledge of the quality health and long-term services and supports needs of older adults and others with special health care needs. Requires working knowledge of the nursing facility industry and standards of care in the Commonwealth. Must have working knowledge of contract management and compliance. Requires strong consensus building skills. Requires considerable experience working with various public and stakeholders through analysis of health care policy, regulations, and the regulatory process. Requires demonstrated ability to analyze data, resolve concerns, and identify changes in program requirements or policies. Must have working knowledge of community resources. Must be proficient using the PC to prepare comprehensive reports and to develop and deliver presentations, education and training to diverse groups.

Preferred Qualifications

Graduation from an accredited college or university with major course work in human services, public policy or public administration preferred; master’s degree in relevant field strongly preferred.
