This position can be headquartered anywhere in the Midlands Region.
Under limited supervision of the Program Director is responsible for planning, organizing, implementing and evaluating Maternal/ Child Health (MCH) within large multi-county public health region. Provides leadership, oversight and direction through collaboration/coordination and/or consultation within the health region and the community.
Plans, organizes, directs and evaluates regional MCH services including Children with Special Health Care Needs (CSHCN), Nurse Family Partnership (NFP) and Newborn Home Visits (NBHV) to ensure the provision of high quality, adequate and appropriate care and service delivery to reflect the goal of improving the health of the population.
Assures coordination and consultation within region and central office regarding implementation, performance and achievement of grant required activities to include coordination and assurance for the region's MCH Plan.
Implements region wide agency/program policies and standing orders. Communicates the need for the development/revision of policies to the program.
Establishes and maintains effective channels of communication internally and externally.
Communicates effectively and timely with central office regional and frontline staff and community partners. Collaborates with and engages the interdisciplinary team and community partners to support the mission of public health.
Complies with applicable laws and regulations and assures compliance by staff.
Ensures staff has current clinical information and current practices per agency/program policy and procedures and standing orders.
Participates in an emergency or disaster as outline in the DHEC Emergency Plans. During such times, the incumbent should regard himself/herself as going on 24-hour call and subject to duty when such events occur and/or are anticipated to occur.
Participates in and evaluates the recruitment, selection and retention processes to maintain appropriate MCH staffing across the region.
Plans, organizes, directs and evaluates the region's Employee Health (EH) Services.
Assesses and evaluates MCH and EH services across the region utilizing standard data resources. Produces necessary reports to reflect findings. Communicates findings and collaborates with regional and central office leadership to develop corrective action plans when indicated.
In conjunction with Quality Improvement Director, monitors and evaluates Performance Improvement activities for MCH and EH services. Evaluates the implementation of best practices, including clinic management strategies to facilitate/improve patient outcomes and negotiates change as needed.
Ensures the accuracy of public information materials and activities in accordance with agency and program guidelines/procedures.
Maintains clinical competency in MCH (inclusive of CSHCN).
Identifies continuing education needs for staff and coordinates appropriate training of staff based upon required discipline competencies and program-identified competencies.
In conjunction with Operations Manager and site supervisors, ensures staff development including discipline and programmatic orientation, required in-service education, practice and program continuing education and training to strengthen staff competencies.
Works directly with Operations Manager and Site supervisors to assure clinical and programmatic evaluation of staff occurs on an ongoing basis. Participates in direct observation of staff and completes or provides input into performance evaluations.
Other related duties as assigned and emergency response.
Minimum and Additional Requirements: State Minimum Requirements:Licensure as a registered nurse by the South Carolina Board of Nursing. Some positions require certification as a generalist in a related specialty area by the American Nurses Association (ANA). In addition, some positions require Basic Life Support Certification. Graduation from an accredited school of nursing and related nursing experience.?
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements:Current license as a registered nurse by the SC Board of Nursing or compact state; A Bachelor of science degree in nursing with at least 5 years of experience as a registered nurse, 3 of which must have been in a nursing specialty, in public health, or in a supervisory/ management role. Preferred Qualifications: Three years of supervisory nursing experience in public health
Must have current driver's license and reliable transportation. Must be able to lift (30) pounds and stand for long periods. May require weekend or late, early or alternate hours from the standard work week (M-F; 8:30-5:00). Additional Comments:
Immunization: All new employees who are healthcare providers are required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, Varicella and Hepatitis B prior to beginning employment.
State Disaster Plan: In accordance with the State's Disaster Plan, which includes hazardous weather, DHEC employees may be required to work in times of an emergency or disaster.
