The incumbent must be conscientious regarding the confidentiality of the variety of material that will be handled. The position requires a practical knowledge of an extensive body of the organization's rules and regulations governing confidentiality, including but not limited to the Privacy Act, HIPAA, the Freedom of Information Act (FOIA), and 38 U.S.C. 7332 governing the release of records containing information regarding the treatment of drug and/or alcohol abuse, Sickle Cell Anemia, and infection with Human Immunodeficiency Virus (HIV).

Skill in compiling readily available data from prescribed sources; knowledge of the organization to search records, files, or electronic data banks to locate information needed, and to verify information given. Familiarity with one or more established automated systems to enter, correct, and retrieve factual information.

Incumbent must possess knowledge of clinic processes and services to function in and interact with various clinics throughout the hospital. Employee must have knowledge of and ability to apply policies and procedures associated with operational activities that affect workload data.

This includes updating and verifying demographic information, scheduling appointments, collecting insurance information, data entry, administratively managing consultation requests and the electronic waiting list, and notifying the patient of his/her scheduled appointment.

The Supervisory MSA must demonstrate technical competency in the use of the Veterans Health Information Systems and Technology (VistA) and the Computerized Patient Records System (CPRS) systems. The incumbent orients medical staff to basic administrative policies and procedures dealing with outpatient scheduling and other administrative topics.

The incumbent provides administrative support to Physicians, Physician Assistants, Nurses, Advanced Registered Nurse Practitioners, Dietitians, Social Workers, and other administrative and professional staff throughout the Primary/Specialty Care Service area. The outpatient program requires administrative scheduling and appointment coordination for diagnostic testing, and consultative appointments for many clinical services.

The incumbent must provide excellent customer service and must adhere to VA local, National, and Service policies and procedures.

The Supervisory MSA position serves as the direct line supervisor for MSA staff assigned to their respective sections and is a foundational role within the VHA Patient Aligned Care Team(s) and or Specialty Care Interdisciplinary Team(s). Patient care is delivered in a team based model known as the teamlet. Members of the teamlet include the MSA, a Registered Nurse, Care Manager, a Licensed Practical Nurse/Licensed Vocational Nurse and a primary care provider. The teamlet provides the majority of the healthcare needs for an assigned panel of patients. The teamlet works collaboratively with other members of an expanded health care primary care team including pharmacists, social workers, dieticians, behavioral health staff, etc. to provide a robust interdisciplinary approach to care.

The Supervisory MSA plans and directs programs at medical centers and/or satellite outpatient clinics and has full supervisory responsibility. Assignments at this level include, but are not limited to: assigning and evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems in order to make recommendations for improved operations; identifying educational or training needs; making final decisions on selections; evaluating performance; and taking disciplinary action when necessary. Responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management.

The Supervisory MSA works collaboratively in an interdisciplinary coordinated care delivery model (i.e., PACT) and performs all related duties, customer service, and other duties assigned for the proper and timely treatment of patients and assures appointment schedules are maintained by MSA staff for one or more outpatient clinics. He/she must assist with clinic access contingency plans by adjusting appointment times, location, or dates as well as shift patients to other healthcare providers as conflict with staffing and/or coverage occurs.

Specialized Experience: Possess one year of specialized experience equivalent to the GS-07 grade level. Assignments at this level include, but are not limited to: assuring coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work; ensuring accurate and timely scheduling of appointments; providing guidance to staff members to include changes in policies and procedures; distributing and balancing workload; creating and maintaining employee work schedules; orienting and providing on-the-job training for new and current employees; ensuring all training requirements are met; organizing the work structure of his/her assigned areas; and acting as liaison between MSA and staff in order to resolve day to day conflicts. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

Candidates must demonstrate the KSAs below: * Ability to provide the full range of administrative and supervisory duties which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. * Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with all healthcare professionals to ensure quality/continuity of care and ensure compliance with established policies and regulations. * Ability to provide briefings, orientations, staff development and training. * Ability to delegate authority, evaluate and oversee people and programs, accomplish program goals, and adapt to changing priorities.

Grade Determinations: Possess one year of specialized experience equivalent to the GS-07 grade level.

Physical Requirements:The work is primarily sedentary and walking. The work requires the ability to handle multiple demands simultaneously in dealing with a wide variety of clients on a daily basis. Tasks will require prolonged use of computers. There are lengthy periods of sitting, interrupted by intervals of walking and climbing stairs about the medical center to make the many personal contacts required of this position.
